Last hints this man was used mostly as a lower mid card / jobber in the WWF but did hold titles in puerto rico and also had a son with the same name who wrestled as part of a faction in the WWF in the late 90's

Wasn't that Malenko's Texas Cloverleaf? It's Debeers. I'm not sure about Malenko's cloverleaf I'd had to see it again. This was from the early 80's long before Dean Malenko and I know Debeers used and created a lot of his own holds so it's possible he did it first.
