From what I've thought about. The Dirty White Boy would need to be the top guy as far as rating. Probably about a 40 or 42 on Rahl's chart. Then Brian Lee would probably be a 35-38. The Heavenly Bodies would be the top tag team followed by the Rock N Roll Express. The original combination of the Heavenly Bodies (Lane/Prichard) are already in LOW. Only a Jimmy Del Rey card would be needed.

True, but the Heavenly Bodies in SMW were an elite team that held the belt numerous times. I think they would need bootlegs to beef them up.

They don't need to be beefed up and they definitely don't need cards that would be better than the Rock N Roll Express. EDIT - Going back I see this was in reference to a SMW only set so I get why your talking about beefing up.
