The whole Santino-Cobra thing made me think of this, but what is the proper way to gauge how damaging a finisher should be? Is it by how often it won, how few kicked out of it, something else?
I'm asking this because I've seen a few instances where moves (usually just Undertaker's Tombstone) seem underpowered at +3, since only a few main event guys (Batista, Edge, Kane, Hogan, Warrior, Shawn are the ones who come to mind and all of whom except for Warrior he went on to beat with the tombstone) have kicked out of it, I figure that since he's put everyone else away with it, it'd be at least +4, maybe +5 but even to me that sounds like a stretch. I'd put Triple H on that list but his foot was on the rope and that doesn't really count.
And then there's cases where some guys finishers seem underpowered, like the Cattle Mutilation. Claudio's Ricola Bomb (IIRC) does more damage than the Cattle Mutilation, which doesn't seem right.
But yeah, how do you/should you gauge finisher potency?

Good damn question.
Me personally, I would look at the move itself to determine the potency of the FINISHER.
For instance, The SKULL CRUSHING FINALE, imo would be a +3. Cause when Miz hits it, it is pretty much lights out but there is that room for a kick out. John Morrisons STARSHIP PAIN on the other hand, imo is a (0) or +1 at best. John Cenas FU/ATTITUDE ADJUSTMENT would be a (0) or +1 imo but his STFU would be a +2 maybe even a +3.

That's a good question. I'm guessing for game purposes it's determined by whether or not a guy is a low middle or high card wrestler. You couldn't have a lower level guy like Santino with a more potent finisher than Buddy Rogers or Harley Race it would really mess up the balance of the game
