WWE.com's article is weird because most of it is worded like it's just those four but then at the end it teases more guys being announced.

The graphic they showed on the RAW after show had three additional silhouettes with question marks...

Fuck that ladder match because it's pretty clear that Cena's winning. Ah, they could still give us the surprise with Reigns or give it to Wyatt to drag out the Cena feud even more. Or they could pull the gun on a Cesaro reign. They've given the title out of the blue to Swagger before so I could see several options. Could be a test run rein for somebody and if it doesn't go well, they lose the title a month from now.

I thought last night was the best Bo Dallas has looked so far. They managed to make him, Rusev and Reigns all look good in that battle royal. Did Rusev botch and attack RVD too early at the start of the battle royal when the plan was instead for everyone to first throw out Lebron? It looked like he clubbed RVD a couple times and RVD didn't react right, before turning around like wtf. Then they cut to Lebron being tossed.

Fuck that ladder match because it's pretty clear that Cena's winning. Would be a great time to circle back and re-visit the Wyatt-Bryan feud, while continuing the Cena-Wyatt feud, and create a new Cena-Bryan feud by having Wyatt win MITB. Wyatt is the champ, Cena continues to come after him, Bryan returns and tells Cena not so fast. Make it personal. Say Cena never came to visit Bryan in the hospital or something, instead Bryan had to watch Cena on RAW cut corny promos about targeting "his" WWE title from his hospital bed. Wyatt could help the storyline along by pointing out the flaws in the Cena-Bryan relationship and make himself look like the good guy.

A heel needs to win this. Fans will crap on either Shemus or Cena if they win. Reigns is an interesting option; he seems to have the "it" factor and he's all primed for a huge role at the top of the card. However, I think it's too soon. I suspect the thinking is to give it to a heel with the belief that he may be a placeholder champ until Bryan comes back. IF Bryan can't make it back anytime soon, or not at all in top form, then plans would certainly change.
I don't see another Cena title win here. Cena's career arc looks to be that he's still the face of the company but they're definitely positioning others to come in and be on top, too. He's breaking down hard, and he's had the longest tenure as the top guy in modern WWF/E history. They know he can't go forever, and HE knows he can't go forever. He CAN be a part of the company in a big way for years and years to come, much like a Shawn Micheals or Undertaker.
I like Cesaro winning, Brock coming back and wanting to establish his dominance as THE Paul Heyman guy, and that leading to a Brock versus Cesaro Summer Slam main event.

I'd put it on Cesaro and then do Cesaro/Wyatt at Summerslam.

I think, if I had the pencil, I'd put the belt on Wyatt, but in such a way as to give ADR and Sheamus a beef with him to set up a triple threat title match at Battleground. I'd also use the ladder match to set up a Cesaro-Cena program going forward and a Reigns & Ambrose vs Orton & Rollins match at Battleground.
