I'd say Adam Cole and Elgin are 1 and 1A. Kyle is obviously another. Although I'd LIKE to see new cards for both of the Briscoe Brothers that de-emphasize the tag team aspects so they can be used more effectively alone, I think they rank lower on the depth of wrestlers who "need" new cards most now. If the ROH stuff came with any kind of update/bio sheet info, some sort of errata to replace tag team moves and finishers for single matches would do. Cedric Alexander has started to come into his own as a singles competitor and his style has changed a little since the release of his tag team card. He's due for another card somewhere down the line IMO.

Cole, Elgin and Kyle for sure. Cedric is another that needs an updated card but we won't know until after the feud with Roddy and friends if he should be upgraded stat-wise.

I think O'Reilly badly needs an upgrade. reDRagon is very mid-card level for a team that's dominated the RoH tag team division for as long as they have.

Elgin, O'Reilly, Cole, Fish probably could use one too. I also like a change for the Briscoes.

If you gave O'Reilly a stronger Chasing the Dragon tag you could avoid having to upgrade Fish I think.

I don't know that I'd upgrade Fish, actually. Kyle badly needs upgraded and I think him getting an appropriately upgraded card would balance out how reDRagon currently underperform for some people.

My biggest issue with them is O'Reilly is very vulnerable to flash pins and they have virtually no ability to catch people like that. So they'll just work on someone forever and then get caught by a fluke.

If you gave O'Reilly a stronger Chasing the Dragon tag you could avoid having to upgrade Fish I think. I tend to agree. I actually really like the Bobby Fish card. They're a grind it out team, and I think his card reflects that. They've done well for me, only losing to the Briscoes (they got killed though). They have beaten the Wolves, the new ANX, the Young Bucks, C+C and others. I like using them in opening matches right out of the gate, because they always have good, long matches and get my dice nice and warmed up. An upgraded Kyle card with a good tag finisher would put them where they need to be based on recent success. With that said, if they hold the tag belts for a long time, a double upgrade for both stats and art might be needed. I'd really like the next two sets to be one full of new guys who have never had cards and another one full of upgrades. Legends and Tradition helped round out the box set by adding a group of main event level cards and big names from ROH history. Next I'd like to turn the attention back to current stuff. Who knows what will happen but that seems like a decent blueprint.
