Pat O'Connor as AWA Champion is an example of how it wouldn't count. He was a fake champion that was never a part of the promotion.
Buddy Rogers on the other hand did defend the belt. Sure, they just handed him the belt but that was common practice in those days.

Christian dropped the Belt only 2 days removed when he won and in the end I'd say Yes, Rogers counts as a WWWF/WWF/WWE Champion. Here is another question... Do you consider Daniel Bryan a 2 time WWE World Champion?

The thing with Pat O'Connor in the AWA. Is he was awarded the belt and then stripped when he failed to defend the title against Vern Gagne after so many days. That's being a fake champion that shouldn't count in the record book.
Buddy Rogers was awarded the belt and quickly jobbed it to Sammartino. That's enough to count in my book. Most major championships were just handed over in those days. And, there's no telling how long Rogers was actually slated to hold the belt. He ran into health problems right after they awarded him the belt.

When you think of it Buddy Rogers wasn't any more of a WWF champion than Ivan Koloff and The Iron Shiek who also had one month title runs.

That's how the WWF ran though. It was a face promotion. Heels won the belt so they could transition to the next face.

Rogers was the first WWWF champion. They recognized him after not recognizing the title change between him and Lou Thesz.

Also, Rogers wrestled like two matches after this before retiring until the late 70s.
